INVESTMENT OPPORTUNITIES
BUILDING AND CONSTRUCTION MATERIALS
Description of the sector
The Government's ambition is to provide all Ivorians with quality land and housing services and a decent living environment by 2025. The National Development Plan (NDP 2021-2025) includes an intervention axis for the sector. The ambition of an expanding middle class means increased needs in terms of housing and household equipment. The BTP market grew at an annual rate of 26?tween 2011 and 2018. This growth in construction correlates with the average GDP growth estimated at 8?tween 2011 and 2019.
Moreover, the construction industry is the third largest creator of jobs (10?ch year) in the country, behind trade (31%) and manufacturing (15%). Therefore, it is planned to develop a cluster dedicated to construction materials, furniture and equipment. It is declined in two (2) axes:
(i) the consolidation of a dominant position of the building materials and equipment industry as the main supplier of the Ivorian building and public works (BTP) and ;
(ii) the development of a local furniture industry.
INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)
Description of the sector
The Information and Communication Technologies (ICT) sector is one of the growth sectors in Côte d'Ivoire. In 2018, it contributed 9% of GDP. The sector is dominated by telephony with more than 45 million cell phone subscribers.
This sector is a growing market (population estimated at around 28 million inhabitants RGPH 2021) and with high added value.
The main ICT activities are mobile telephony, fixed telephony and the Internet.
PHARMACEUTICAL INDUSTRY
Description of the sector
The Government aims to ensure the availability and accessibility of quality medicines and other strategic health products at all levels of the health pyramid through a safe, reliable and sustainable supply chain. One of the axes of the National Health Development Plan 2009-2013 is the improvement of the availability of medicines and other quality inputs. Côte d'Ivoire has an investment plan entitled "Investing in primary health care and addressing health sector challenges to strengthen the economy".
The government's goal is to increase local drug production to 25% by 2025.
TOURISM
Description of the sector
The Government's ambition is to make the tourism sector dynamic and to increase
the share of tourism in wealth creation from 7.3% of GDP in 2019 to 10% by 2025,
in particular through the promotion of domestic and international tourism through the implementation of the national tourism development strategy 2018/2025 called "Sublime Côte d'Ivoire".
The initial investments required to implement this initiative are estimated at CFAF 3,200 billion (about $5.4 billion). The Government's strategy included in the national strategic plan of tourism development "Sublime Côte d'Ivoire" aims at developing the economic opportunities of the tourism and leisure industry in the country. The strategy consists in positioning our country as the 5th tourist power of the continent and the co-leader of business tourism in Africa from 2025 with five million international tourists by 2025.
TEXTILE INDUSTRY
Description of the sector
The Ivorian government aims to set up a real textile and clothing industry to the United States under the AGOA initiative. The AGOA national strategy, which covers the entire value chain from production to the arrival of the product on the American market, will run until 2025.
Textile and apparel (T&C) is a complex industry. Textiles are technology and capital intensive.
It is the main supplier of clothing which is its main outlet.
Côte d'Ivoire has 14 ginning plants in working order with a processing capacity of 625,000 tons of seed cotton. The textile cluster recorded a turnover of 214 billion CFA francs in 2016,
Its imports were estimated at more than 163 billion CFA francs and the share of its regional exports (CEMAC + ECOWAS excluding CIV) was 3.6%.
AUTOMOTIVE - SPARE PARTS
Description of the sector
The Ivorian government aims to put in place a fleet renewal program to equip the sector with new vehicles. A government policy favorable to the renewal of the vehicle fleet over the period 2018-2023. Intervention axes of the Sectoral Strategic Plan:
- Network of garages, maintenance centers and automotive diagnostics;
- Network of sales of original spare parts;
- Vehicle assembly;
- Training in mechanics, electricity and automotive electronics;
- Assembly of automotive accessories (ball joints, dials, shock absorbers, automotive cabins and paint, automotive lubricants);
- Automobile technical control: The Ministry of Transport is considering liberalization in the face of the only current player SGS SICTA.
AGRO-INDUSTRY – COCOA
Description of the sector
Côte d'Ivoire is the world's leading cocoa producer. Cocoa production in Côte d'Ivoire is estimated at 2,172,665 tons in 2020. The orchard covers a total area of 2,300,000 ha. The cocoa marketing campaign in Côte d'Ivoire starts in October and ends on September 30 of the following year. Also, the purchase price to the producer is fixed by the State, guaranteeing a minimum purchase price and incentive.
In 2020, the installed processing capacity will be around 800,000 tons of cocoa, which means
a processing rate of 30% in 2020.
Cocoa production is collected by cooperatives (20%), exporters (15%) and processors (65%). As for the external marketing of cocoa beans and butter is carried out by state-approved exporters. The development strategy of the cocoa sector
The cocoa industry development strategy, included in the National Agricultural Investment Program (NAIP), aims to transform of at least 50% of the national production by 2025.
AGRO-INDUSTRY – CASHEW INDUSTRY
Description of the sector
The Ivorian government aims to structurally transform the economy through industrialization, in particular the processing of agricultural raw materials, including cashew nuts.
Cashew nuts are Côte d'Ivoire's second most important export product after cocoa.
Its production is estimated at more than 968,676 tons in 2021.
One of the objectives of the second generation National Agricultural Investment Program (2018-2025).
PNIA 2 aims to improve the competitiveness of agricultural products, maintaining an average annual growth rate

AGRO-INDUSTRY – SHEA SECTOR
Description of the sector
The African continent is today the only world supplier of shea butter products and Côte d'Ivoire is one of the main producing countries with an estimated production of 40,000 tons of almonds. The Ivorian government's ambition is to structurally transform the economy through industrialization, particularly the transformation of agricultural raw materials, including shea.
AGRO-INDUSTRY – COLA SECTOR
Description of the sector
Côte d'Ivoire produces more than 260,000 tons of fresh kola nuts annually in a production system
production system dominated by harvesting.
Almost all of the nuts come from the Cola Nitida species, the best known varieties of which are
the ordinary white cola nut (ivory color) and the red cola nut.
